The Department of Trade and Taxes, Government of NCT of Delhi, has issued Circular No. F.IV/42/T&T/Admn./Misc./2025/8464–67 dated 23-07-2025, warning field officers and GST inspectors to take their duties more seriously when handling high-risk GST registration applications.

The circular mentions that in many cases, officers who are supposed to conduct physical verification of GST applications flagged as “High Risk Score” are either not submitting their reports on time or are marking them with comments like “the address is outside our jurisdiction” without actually visiting the location. This kind of casual approach is being taken very seriously by the department.

To address this, the Competent Authority has now clearly instructed that whenever an officer is assigned a visit for verification, they must visit the location, verify it properly, and submit the report on time, with no excuses. The department has warned that any delay or negligence will be viewed strictly, and disciplinary action will be taken in accordance with government rules.

In a separate matter, the department also noted that many employees are not adhering to rules regarding office attendance and punctuality. For this, another order was issued, Order No. F.IV/38/T&T/HR/Bio. Attendance/2024/8269–8272 dated 18-07-2025.

This order reminds employees that, as per earlier instructions issued on 3rd July 2025, everyone is required to:

  • Follow official working hours
  • Mark their attendance regularly using the Biometric Face Recognition System
  • Also ensure their names are marked in the manual attendance register maintained in their branch or ward

The department has found that many employees continue to arrive late, and some have not yet enrolled in the biometric attendance system.

The department has again directed that all officers and staff must report to work on time and follow all attendance rules strictly. Anyone who continues to come late will face a deduction in their leave balance, and repeated violations could result in disciplinary action under the Central Civil Services (Conduct) Rules, 1964, and the CCA Rules, 1965.

All employees who haven’t yet registered for biometric attendance are told to visit the Administration Branch immediately and complete the process.

Through these two circulars, the Department of Trade and Taxes has made it clear that it expects all its staff to perform their duties with full responsibility, whether it is verifying high-risk GST applications or simply coming to work on time. The department has said that any failure to follow these rules will not be tolerated, and strict action will be taken.
