The Directorate General of Foreign Trade ( DGFT ) has issued a Trade Notice inviting comments and feedback from stakeholders on its newly drafted Internal Compliance Programme (ICP) for export controls, focusing on dual-use items listed under the SCOMET regime.

As per the General Authorization Policies under Chapter 10 of the Handbook of Procedures (HBP) 2023, exporters are required to submit a signed and stamped ICP Document and Checklist to demonstrate compliance with export control laws.

DGFT, in consultation with the Bureau of Indian Standards (BIS), has formulated a detailed draft outlining management system requirements for effective ICPs. In accordance with Para 1.07A of the Foreign Trade Policy (FTP) 2023, which mandates stakeholder consultation before policy formulation or amendment, the draft document has been circulated for industry review.

The notification stated that “In line with Para 1.07A of FTP 2023, which provides for consultation with stakeholders during the formulation or amendment of Foreign Trade Policy, Draft Management System Requirements for Internal Compliance Programme (ICP) for Dual-use items have been formulated and are enclosed as an Annexure to this Trade Notice. This Directorate invites views, suggestions, comments, and feedback from relevant stakeholders, including exporters, industry associations, and experts on the proposed amendments.”

Exporters, industry bodies, and subject experts have been asked to share their suggestions, inputs, or recommendations within ten days of the notice via email to scomet-dgft@gov.in.
