The Directorate General of Foreign Trade ( DGFT ), vide PolicyCircular No. 04/2025-26 dated 3rd September 2025 has issued a clarification on the applicability of the Minimum Import Price (MIP) on Virgin Multi-Layer Paper Board (VPB) imports, originally imposed vide Notification No. 26/2025-26 dated 22 August 2025.

The notification had prescribed an MIP of INR 67,220 per MT on a CIF basis for VPB imports falling under ITC (HS) Codes 48059100, 48059200, 48059300, 48109200 and 48109900, effective until 31 March 2026.

After getting industry representations from Export Oriented Units (EOUs), SEZ units and trade bodies, the DGFT has clarified that imports of VPB by 100% EOUs and SEZ units will not be subject to the MIP restrictions in line with Para 6.01(d) of FTP 2023 and Rule 27 of SEZ Rules, 2006, provided such imports are not diverted to the Domestic Tariff Area (DTA).

Similarly, VPB imports under the Advance Authorization and Duty-Free Import Authorization (DIA) schemes will also remain exempt from the MIP requirement as per Para 4.18(iv) of FTP 2023. The DGFT has instructed that these provisions be brought to the notice of trade and customs field formations for uniform implementation.

It has further clarified that any deviation from the prescribed norms will attract penal action as per applicable rules and laws.

This clarification, issued with the approval of the Director General of Foreign Trade, is expected to ease concerns of exporters and SEZ units.
