DGFT Eases Import Rules for Lightweight Synthetic Knitted Fabrics [Read Notification]
DGFT eased import rules by exempting lightweight synthetic knitted fabrics (28-48 GSM) from the USD 3.5 per kg minimum import price condition

The Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry has issued Notification No. 46/2025-26, dated 21 October 2025, introducing a partial amendment to the import policy for synthetic knitted fabrics under Chapter 60 of the ITC (HS), 2022. The notification revises the conditions under which such fabrics can be freely imported into India.
Earlier, under Notification No. 5/2025-26 dated 23 April 2025, import of these fabrics was “restricted”, but allowed freely only if the Cost, Insurance and Freight (CIF) value was USD 3.5 or above per kilogram.
Now, the government has made a partial amendment to provide relaxation for certain lightweight fabrics.

Key Changes Introduced:
- Revised Import Policy Condition:
- Imports remain restricted, but import is “free” if the CIF value is USD 3.5 or above per kilogram.
- Exception: Synthetic knitted fabrics weighing between 28 and 48 grams per square meter (GSM) are exempted from this Minimum Import Price (MIP) condition. This means such lightweight fabrics can be imported even if their CIF value is below USD 3.5 per kg.
- For all other synthetic knitted fabric HS codes listed in the earlier Notification No. 5/2025-26, the existing Minimum Import Price (MIP) rules remain the same.
- Advance Authorisation holders, Export Oriented Units (EOUs), and Special Economic Zone (SEZ) units are exempted from the MIP condition, provided that the imported goods are not sold in the Domestic Tariff Area (DTA).
- MIP Conditions for Other Fabric Codes Unchanged:
● For all other synthetic knitted fabric HS codes listed in the earlier Notification No. 5/2025-26, the existing Minimum Import Price (MIP) rules remain the same.
- Special Exemptions:
- Advance Authorisation holders, Export Oriented Units (EOUs), and Special Economic Zone (SEZ) units are exempted from the MIP condition, provided that the imported goods are not sold in the Domestic Tariff Area (DTA).
The DGFT’s notification took effect immediately upon issuance and was released with the approval of the Minister of Commerce and Industry.
