The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has empanelled the India & Arab Countries Chamber of Commerce, Industry & Agriculture (IACCIA) as an authorised agency to issue Non-Preferential Certificates of Origin under the Foreign Trade Policy (FTP) 2023.

As per the notification, IACCIA has been enlisted under Appendix 2E of FTP 2023, which contains the consolidated list of agencies authorised to issue non-preferential Certificates of Origin for exports from India. In pursuance of this empanelment, the name of IACCIA has been inserted at Serial No. 20 (Delhi) in Appendix 2E to the Appendices and Aayat Niryat Forms of the FTP.

The empanelment has been notified through a Public Notice dated 09.01.2026, issued in exercise of the powers conferred under paragraph 2.04 of FTP 2023, which empowers the DGFT to authorise agencies for issuance of Certificates of Origin. The authorisation is effective immediately from the date of issuance of the public notice.

Non-preferential Certificates of Origin are crucial trade documents certifying that goods exported from India originate within the country but do not qualify for preferential tariff treatment under any bilateral or multilateral trade agreement. Such certificates are commonly required by importing countries for purposes including customs clearance, trade statistics, application of import duties, enforcement of trade remedies, and compliance with origin-related regulatory requirements.

With this empanelment, exporters will now be able to approach IACCIA for issuance of non-preferential Certificates of Origin for their export consignments. The addition of IACCIA to the authorised list is expected to enhance institutional capacity, improve ease of doing business, and provide exporters particularly those engaged in trade with Arab countries greater access to certification services.

The DGFT’s move aligns with the broader objectives of FTP 2023, which emphasises trade facilitation, digitisation, and diversification of export markets, while ensuring that certification mechanisms remain credible, transparent, and widely accessible across regions.

Authorised agencies empanelled under Appendix 2E are required to adhere to the procedures, conditions, and compliance requirements prescribed by DGFT, including maintenance of records, verification of origin, and cooperation with regulatory authorities whenever required. Any misuse or deviation from prescribed norms may attract action under the provisions of the FTP and allied laws.
