DGFT Extends Minimum Import Price on Soda Ash Till Dec 2025 [Read Notification]

The Directorate General of Foreign Trade (DGFT) issued Notification No. 23/2025-26 dated June 30, 2025, extending the Minimum Import Price (MIP) condition on the import of Soda Ash (Disodium Carbonate) under Chapter 28 of the ITC (HS) 2022, Schedule-I (Import Policy) until December 31, 2025.
The extension continues the earlier MIP imposed via Notification No. 46/2024-25 dated December 30, 2024, which was set to expire on June 30, 2025.

Under this extension, imports of Soda Ash under HS Codes 28362010, 28362020, and 28362090 will remain subject to a Minimum Import Price of Rs. 20,108 per metric tonne. This MIP will apply for an additional six months from July 1, 2025, to December 31, 2025.
The move aims to protect domestic Soda Ash manufacturers from under-priced imports and maintain fair competition in the market. Soda Ash is a critical industrial input used in the manufacture of glass, detergents, and various chemical products.

The notification has been issued under the powers conferred by the Foreign Trade (Development & Regulation) Act, 1992, and aligns with the Foreign Trade Policy 2023, ensuring continuity in trade regulation while providing the industry with price stability.

Impact of the Extension: The extension will shield domestic Soda Ash manufacturers from low-priced imports, supporting price stability and maintaining margins amid global supply fluctuations. Importers must continue to procure Soda Ash at or above Rs. 20,108/MT, restricting access to cheaper global supplies, which may impact cost structures for industries reliant on imported Soda Ash.
Industries such as glass, detergents, and chemicals can expect stable domestic market prices, aiding in planning, but with limited scope for raw material cost reduction via cheaper imports. Importers will need to ensure adherence to the extended MIP condition for customs clearance, avoiding shipment rejections or penalties during the extended period (till 31 December 2025).
