DGFT Grants One-Time Permission for Export of 100 MT Wheat Seed from University of Dharwad to Indonesia [Read Notification]

The Ministry of Commerce and Industry, Government of India, through the Directorate General of Foreign Trade (DGFT), issued Notification No. 38/2025-26 dated October 3, 2025, granting permission for the one-time export of 100 metric tonnes (MT) of wheat seed variety DWR-162 from the University of Dharwad in Karnataka to Indonesia.

The export will be facilitated through the National Cooperative Exports Limited (NCEL) via Mangalore Sea Port.

According to the DGFT, this special approval has been given under the Foreign Trade (Development & Regulation) Act, 1992 and the Foreign Trade Policy (FTP) 2023. The export of wheat seeds is generally restricted, the government has allowed this consignment as a one-time exemption to support international collaboration in agriculture and research.

The notification specifies that the University of Dharwad or the Department of Agriculture, Government of Karnataka, will act as the authorized certifying agencies. They will verify the identity and quantity of the wheat seed variety DWR-162 before export to ensure quality and authenticity.

This arrangement will help maintain the genetic purity of the seed and assure the importing country of its standard.

The exemption has been granted in view of a specific request from Indonesia, which is seeking high-yielding wheat varieties for research and cultivation purposes. The export of this seed will strengthen bilateral agricultural cooperation and promote India’s expertise in crop research on the global stage.

The DGFT clarified that this permission is valid only once and takes immediate effect. It does not alter the overall policy restrictions on wheat or wheat seed exports, which remain regulated.

Wheat seed DWR-162 is developed for better yield and adaptability to different climatic conditions. Sharing such varieties with partner countries not only supports global food security but also enhances India’s role as a reliable partner in agricultural innovation.
