DGFT issues Clarification Issued on NAB Accreditation of Export of Organic Textiles [Read Circular]
Exporters of organic textile products are not required to furnish a Transaction Certificate (TC) from a National Accreditation Body (NAB)-accredited agency under the NPOP for their shipments.

The Directorate General of Foreign Trade ( DGFT ) has clarified the applicability of the Eighth Edition of the National Programme for Organic Production ( NPOP ) in relation to organic textile exports.
The clarification comes in response to queries raised by various stakeholders, including exporters and the Apparel Export Promotion Council (AEPC), following the issuance of Public Notice No. 39/2024-25 dated January 5, 2025, which notified the updated edition of the NPOP.

The DGFT has made it clear that exporters of organic textile products are not required to furnish a Transaction Certificate (TC) from a National Accreditation Body (NAB)-accredited agency under the NPOP for their shipments.
However, exporters must continue to comply with international certification norms and furnish a valid TC issued by certification bodies designated through Textile Exchange, the Global Organic Textile Standard (GOTS), or as mandated by their buyers, to ensure that shipments meet buyer and destination country requirements.
The notification stated that “In view of the above, it has been highlighted that organic textiles do not fall within the ambit of accreditation categories prescribed under the NPOP. Therefore, the requirement of a Transaction Certificate (TC) from a NAB-accredited body under the said Public Notice does not apply to exports of Organic textile products

It may further be noted that for exports of organic textiles, the exporters need to furnish a valid Transaction certificate (TC) issued by the certification bodies designated through Textile Exchange, Global Organic Textile Standard (GOTS) or as mandated by the buyers) at the time of export.”
The scope of accreditation is limited to categories such as crop production, livestock and poultry products, beekeeping, aquaculture, food processing and handling, animal feed, mushroom production, seaweed and aquatic plants, greenhouse crop production, and any other categories approved from time to time. Consequently, organic textiles do not fall within these specified categories under the NPOP framework.
