The Ministry of Commerce and Industry (Department of Commerce), Directorate General of Foreign Trade (DGFT) issued Notification No. 33/2025-26 dated September 24, 2025, announcing a change in India’s export policy for Non-Basmati Rice.
Through this notification, the government has made it compulsory for exporters to register their export contracts with the Agricultural and Processed Food Products Export Development Authority (APEDA) before shipments can take place.
Change Introduced:
Non-Basmati rice, under ITC (HS) codes 1006 3011, 1006 3019, 1006 3091, 1006 3099, 1006 4000, continues to be under the “Free” export policy (i.e., export is allowed).
An additional policy condition has been added:
- Export is permitted only after registration of export contracts with APEDA (Agricultural and Processed Food Products Export Development Authority)
The DGFT stated that the amendment has been made under the powers given by the Foreign Trade (Development & Regulation) Act, 1992 and in line with the provisions of the Foreign Trade Policy, 2023. The change takes effect immediately.
For exporters, this means closer coordination with APEDA. While the process is not expected to halt trade, it does add a procedural requirement to ensure transparency and accountability in rice exports.
