DGFT Notifies Export Modalities for Wheat Flour [Read Order]

The Ministry of Commerce and Industry, through the Directorate General of Foreign Trade, has issued Public Notice No. 48/2025-26 dated February 24, 2026 announcing the procedure for export of wheat flour and related products under HS Code 1101. The move follows the government’s decision to allow export of an additional 5 lakh metric tonnes of wheat flour under Notification No. 61/2025-2026 dated February 24, 2026.

The Public Notice lays down detailed guidelines for exporters who wish to apply for export authorisation under the permitted quota.

Key Highlights

  • A total of 5 lakh metric tonnes of wheat flour and related products can be exported.
  • Applications must be submitted online only through the DGFT website under the Export Management System.
  • Applications will be accepted during the first 10 days of every month starting March 1, 2026, until the quota is fully allocated.
  • Export authorisation will be valid for six months from the date of issue.
  • The authorisation will be non-transferable and must be used only by the allotted exporter.

Documents Required

Exporters must submit:

  • Details of past export performance, including wheat exports in the three financial years before 2022-23.
  • Copies of confirmed export orders or contracts.
  • A Chartered Accountant certificate showing export turnover for the last five financial years.
  • A self-declaration confirming that exports will use only domestic wheat, not imported wheat.

Allocation Process

A Special Exim Facilitation Committee will review applications and recommend allocations. The committee will consider past export history and confirmed orders while deciding the quota.

Out of the total 5 lakh metric tonnes, 2.5 lakh metric tonnes have been earmarked for State Trading Enterprises and Cooperative Societies working under the Government of India in the agricultural sector.

Applications seeking export of less than 2,500 metric tonnes, submitted outside the prescribed window, or filed offline will not be considered.

Exporters who receive quota must submit a landing certificate within 30 days of completing shipment.

The new framework aims to regulate wheat flour exports while ensuring transparency and prioritising experienced exporters.
