DGFT Notifies Four New SIONs for Chemical & Allied Products Under Advance Authorisation Scheme [Read Notification]

The Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry has issued a notification dated 04 May 2026 announcing four new Standard Input Output Norms (SIONs) for products under the Chemical and Allied Product category. The new norms are intended to simplify and speed up the process of obtaining Advance Authorisations for exporters.

SIONs are fixed norms notified by the DGFT which specify the quantity of raw materials that can be imported duty-free for manufacturing export products under the Advance Authorisation Scheme. Once a SION is notified, exporters do not need separate approval from the Norms Committee for every application.

The DGFT has introduced four new SION entries:

  • A-3698 for Cefuroxime Sterile Sodium
  • A-3699 for NAS-5 (2-Diazo-1-Napthol-5-Sulfonic Acid, Sodium Salt)
  • A-3700 for Tobramycin 300 mg/5 ml Nebuliser Solution
  • A-3701 for Schaeffers Acid

The public notice also specifies the quantity of import inputs allowed for each export product. For example, exporters manufacturing 1 kg of Cefuroxime Sterile Sodium can import 1.04 kg of Cefuroxime Acid duty-free under the scheme. Similarly, for manufacturing 1 kg of Schaeffers Acid, import of 0.74 kg of Beta Naphthol will be permitted.

According to the DGFT, the purpose of notifying these new SIONs is to enable Regional Authorities (RAs) to directly issue Advance Authorisations without referring each application to the Norms Committee for approval. Earlier, exporters dealing with these products had to seek case-by-case ratification of input-output norms, which often resulted in delays.

The notification states that the move will:

  • expedite approvals,
  • reduce procedural delays,
  • eliminate repeated references to the Norms Committee, and
  • ensure greater uniformity in decision-making.

This decision will benefit pharmaceutical and chemical exporters by reducing compliance burden and improving predictability in export authorisation procedures. The notification has been issued under paragraph 1.03 of the Foreign Trade Policy 2023.
