The Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry, Government of India, has issued Public Notice No. 30/2025-26 dated 29 October 2025, notifying the list of agencies authorised to issue Certificates of Origin (Preferential) under the India–European Free Trade Association Trade and Economic Partnership Agreement (India–EFTA TEPA).

The amendment has been made to Appendix 2B of the Foreign Trade Policy (FTP) 2023 to facilitate exporters in availing preferential tariff benefits when trading with EFTA countries.

List of Authorised Agencies

According to the table shown on pages 1 and 2 of the document, the following agencies are authorised to issue Certificates of Origin under India–EFTA TEPA:

  1. Directorate General of Foreign Trade (DGFT) and its regional offices – for all products.
  2. Export Inspection Council and Export Inspection Agencies – for all products.
  3. APEDA (Agricultural and Processed Food Products Export Development Authority) – for agricultural products.
  4. Marine Products Export Development Authority (MPEDA) – for marine products.
  5. Central Silk Board – for silk products.
  6. Coir Board – for coir and coir products.
  7. Development Commissioner (Handicrafts) – for handicrafts.
  8. Spices Board – for spices and cashew nuts.
  9. Textile Committee – for textiles and clothing.
  10. Tobacco Board – for tobacco and tobacco products.
  11. Special Economic Zones (SEZs) such as Cochin, Falta, Kandla, MEPZ, NOIDA, SEEPZ, and Visakhapatnam – for all products manufactured by SEZ or Export Oriented Units (EOUs) within their jurisdiction.

The India-EFTA TEPA, signed earlier in 2025, is a significant trade agreement between India and the member countries of the European Free Trade Association, namely Switzerland, Norway, Iceland and Liechtenstein. The agreement aims to enhance trade and investment flows by reducing tariffs and improving market access for exporters from both sides
