The Ministry of Commerce and Industry, through the Directorate General of ForeignTrade, has issued Public Notice No. 49/2025-26 dated February 24, 2026, laying down the procedure for export of 25 lakh metric tonnes of wheat. The move follows Notification No. 62/2025-26 dated February 24, 2026, which permits export of wheat under specified conditions. With this, DGFT has formally opened the application process for eligible exporters.

Under the new guidelines, exporters with a valid Importer Exporter Code can apply for export authorisation through the DGFT online portal. Applications must be submitted under the Export Management System section for License for Restricted Exports. Offline applications or submissions by email will not be accepted.

Key points of the notification

  • Total export quantity allowed is 25 lakh metric tonnes of wheat.
  • Applications will be accepted during the first 10 days of every month starting March 1, 2026.
  • The window will remain open until the permitted quantity is fully allocated.
  • Export authorisation will be valid for six months from the date of issue.
  • The authorisation will be non transferable and must be used by the same IEC holder.

Documents required

Exporters must submit:

  • Details of past wheat export performance, including exports in the three financial years prior to 2022-23.
  • Copies of confirmed export orders or contracts available on the date of application.
  • A certificate from a Chartered Accountant certifying export turnover for the last five financial years.

Applications seeking export of less than 10,000 metric tonnes will not be considered. Applications filed outside the specified period or containing incorrect information will also be rejected.

A Special Exim Facilitation Committee constituted by DGFT will examine applications and recommend allocation. The committee will consider the exporter’s track record and confirmed orders while deciding the quota. It may also reallocate unused quantities based on performance review.

Exporters who receive authorisation must submit a landing certificate within 30 days of completing shipment.
