The Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry, Government of India, issued Public Notice No. 27/2025-26 dated October 22, 2025, announcing the reinstatement and amendment of Standard Input Output Norm (SION) C676.
Purpose of the Notification
The DGFT regularly issues SION notifications to specify the quantity of inputs that manufacturers can use to produce a unit quantity of an export product under various export promotion schemes such as the Advance Authorisation Scheme.
The purpose of this particular public notice is twofold:
- To reinstate SION C676 that had earlier been suspended.
- To amend the norms governing the raw materials and wastage permissible in the production of the specified galvanised products for export.

These norms are important for exporters because they determine how much input material (like steel scrap or billets) can be imported duty-free to produce a defined export quantity.
According to the revised norms, exporters of hot-dipped galvanised tension bars and related products are now permitted to use specific quantities of raw materials such as re-rollable scrap, mild steel billets, non-alloy steel wire rods, and zinc (purity 99.99%) to produce every 1,000 kilograms of the export product. The updated table specifies precise consumption ratios and wastage allowances.
For instance, up to 1.10 kilograms of re-rollable scrap or billets may be used for each kilogram of ungalvanised product, and 0.03 kilograms of zinc may be used for every kilogram of steel content in the export item.
The DGFT stated that these changes are made “with immediate effect,” meaning exporters can start applying these revised norms in their future and pending authorisations.
