The Directorate General of Foreign Trade (DGFT) released Notification No. 51/2025-26 dated 29 December 2025. This notification relaxes some export restrictions on organic sugar in one financial year.

This notification gives partial help to exporters by easing the current rules on exporting organic sugar. Now, exports are permitted up to a fixed limit each year, but only if government conditions are followed.

Main Decision by the Government

According to the notification, the government has approved exports of organic sugar up to 50,000 metric tonnes (MT) per financial year. This applies to organic sugar under HS Codes 17011490 and 17019990. Earlier, exports in these categories were limited and allowed only with special government permissions.

The new rule starts right away and will continue until the full 50,000 MT limit is used or until the government issues new instructions.

What Has Not Changed

Although exports have been allowed, organic sugar continues to remain under the “Restricted” category in the export policy. This means exporters cannot ship freely and must follow the prescribed procedures.

Exports will follow the Foreign Trade Policy 2023 (with any updates) and guidelines from the Agricultural and Processed Food Products Export Development Authority (APEDA).

Rules for Exporters

  • Total exports of organic sugar cannot go above 50,000 MT in one financial year.
  • This limit is for all exporters in the country combined.
  • APEDA will handle the allocation and keep track as per their procedures.
  • No exports beyond this limit without new approval from the government.
