DGFT has revised export policy for feathers, making veterinary health certification mandatory for shipments

The Directorate General of Foreign Trade (DGFT) has revised the export policy for feathers and related products, introducing new compliance requirements for exporters. The change has been brought in through a notification dated April 10, 2026 and will have immediate effect.
The revision mainly affects exporters dealing in feathers, down, and similar products falling under specific ITC(HS) codes. These items will now be subject to additional policy conditions aligned with international standards especially those followed by the European Union and the United Kingdom.

A key feature of the new policy is the requirement for veterinary health certification. Exporters will now have to ensure that shipments comply with health and safety norms of importing countries.
- A Veterinary Certificate or Shipment Clearance Certificate must be issued consignment-wise by CAPEXIL.
- The certificate must include details such as exporter name, IEC, plant approval number, and other shipment details.
- Exporters must also provide a Production Process Certificate or Veterinary Health Certificate for each consignment.
- The certificate must contain details like product description, HS code, packaging, origin, destination, vessel name and date of departure.

The notification also states that the Veterinary Health Certificate will be issued jointly by CAPEXIL and the Animal Quarantine Officer under the Department of Animal Husbandry and Dairying. This will apply in cases where such certification is required by the importing country.
The DGFT has also updated the export policy conditions for various ITC(HS) codes related to feathers and similar items. While the export category remains “Free,” exporters must now comply with the newly inserted policy conditions under Chapter 5 of the Export Policy.
