DGFT Tightens Import Norms, Sets Minimum Import Price for Areca Nuts

DGFT set a minimum import price of Rs. 351 per kg for Areca Nuts to curb low-value imports and protect domestic growers.

The Ministry of Commerce and Industry, through the Directorate General of Foreign Trade (DGFT), issued Notification No. 43/2025-26 dated October 15, 2025, revising the import policy for Areca Nuts (Supari) under ITC (HS) Codes 08028090 and 20081991.

The notification introduces a minimum import price (MIP) of ₹351 per kilogram for both raw and processed areca nuts. This move aims to regulate the inflow of low-quality areca nuts into the Indian market and to safeguard the interests of domestic growers.

According to the DGFT, the decision was made by exercising powers under Sections 3 and 5 of the Foreign Trade (Development and Regulation) Act, 1992, read with the provisions of the Foreign Trade Policy (FTP) 2015–2020, specifically paragraphs 1.02 and 2.01.

The revised import norms apply to both raw areca nuts and processed areca nuts, which are commonly used in the production of chewing supari and other related products.

Key Provisions of the Notification

The DGFT has introduced specific import restrictions on Areca Nuts (ITC HS Codes 08028090 and 20081991), as follows:

1. For ITC (HS) Code 08028090 – Areca Nuts (Other):

  • Import is prohibited if the CIF value (Cost, Insurance, and Freight) of the consignment is below Rs. 351 per kilogram.
  • Import is permitted only when the CIF value is Rs. 351 per kg or higher.
  • Imports from SEZs (Special Economic Zones) or 100% Export Oriented Units (EOUs) located in Special Economic Areas are not eligible for import under advance authorization or against duty exemption licenses.

2. For ITC (HS) Code 20081991 – Other Processed Areca Nuts:

  • Import is prohibited if the CIF value is below Rs. 351 per kg.
  • Import is permitted if the CIF value is Rs. 351 per kg or more.
  • Imports of such processed areca nuts from SEZs or 100% EOUs are also excluded from benefits under duty exemption or advance authorization schemes.

This notification takes effect immediately from 15 October 2025, upon publication in the Gazette of India
