DGTR Initiates Anti-Dumping Probe on Medical Examination Rubber Gloves Imported from Malaysia & Thailand [Read Notification]

The Directorate General of Trade Remedies (DGTR) has initiated an anti-dumping investigation into imports of Medical Examination Rubber Gloves originating in or exported from Malaysia and Thailand on the basis of allegations of dumping and injury caused to the Indian domestic industry due to such import.

The investigation, which has been notified by the DGTR through Notification No. AD (OI)-38/2025 dated September 30, 2025, was initiated under Section 9A of the Customs Tariff Act, 1975 read with the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995.

Background

An application was jointly filed by Navco Industries Pvt. Ltd. and Wadi Surgical Pvt. Ltd.- two Indian producers of medical examination rubber gloves. The applicants alleged that dumped imports of the subject goods from Malaysia and Thailand are causing material injury to the domestic industry through undercutting of prices, increased inventories and suppression of domestic selling prices.

The applicants further sought the imposition of provisional anti-dumping duties pending completion of the investigation. DGTR found prima facie evidence supporting the claims and has proceeded to initiate the investigation.

Medical Examination Rubber Gloves, typically made from nitrile butadiene rubber (NBR) latex or natural rubber latex are used as personal protective equipment (PPE) in healthcare and laboratory settings. These gloves are essential in non-invasive medical procedures including physical examinations and routine diagnostic handling.

The scope of investigation excludes surgical gloves, industrial gloves, household gloves and vinyl gloves. The goods are primarily classified under Customs Tariff Heading 4015 12 00, though imports have also been recorded under sub-headings 40151100, 40151900, 40159030, and 40159099.

Period of Investigation (POI)

The period of investigation covers April 1, 2024, to March 31, 2025, while the injury analysis period includes April 2021 to March 2024. DGTR will assess whether the dumped imports have caused or are threatening to cause injury to Indian producers during this period.

Accordingly, the authority has decided to commence a full-scale anti-dumping investigation to determine the extent of dumping, the magnitude of injury and the causal relationship between them.

Exporters, importers and the governments of the subject countries have been served notice and intimated to submit their responses within 30 days from the date of receipt of the notice with all interested parties advised to file both confidential and non-confidential versions of their submissions to the DGTR by electronic means.

While the initiation of investigation does not directly imply that duty may be imposed, the DGTR may, after completion of the investigation, recommend the imposition of anti-dumping duty to the Ministry of Finance with a possible validity of five years.
