Dibrugarh CGST Commissionerate Invites EOIs for Empanelment of Cost Accountants for Special GST Audit [Read Notice]

The Office of the Commissioner of Central GST and Central Excise, Dibrugarh, has issued a notice inviting Expression of Interest (EOIs) for the empanelment of Chartered Accountants, Chartered Accountant firms, Cost Accountants and Cost Accountant firms to conduct Special Audit of GST registered persons as per the provisions of Section 66 of the Central Goods & Services Tax Act, 2017.

The notice, which was shared on the official website of the Institute of Cost Accountants of India (ICMAI), calls on interested professionals and firms to submit their EOIs to the Office of the Commissioner, Central GST & Central Excise, Milan Nagar, “F” Lane, P.O. C.R. Building, Dibrugarh - 786003 for considering their names for empanelment.

The Notice, signed by Joint Commissioner Vinay Kumar Thammi, is a measure aimed at strengthening audit mechanisms for GST compliance by employing independent professional expertise for such purposes. The empanelled auditors will be entrusted with conducting special audits of GST-registered taxpayers, wherever directed, in line with the provisions of Section 66 of the CGST Act, 2017.

Cost and Management Accountants (CMAs) are sought after to conduct special GST audits owing to their specialized skills in cost analysis, valuation and sector-wise breakdown of cost structures, qualities that are highly relevant in a GST environment.

The expertise possessed by CMAs enables them to examine input-output ratios and cost records to detect mismatches between reported turnover and actual revenue arising from operations; verify input tax credit (ITC) claims against production and costing data; and even provide insights on disputes regarding valuation and classification.

Furthermore, their professional training and ability to stay abreast of regulatory updates are key. CMAs can further assess industry-specific cost benchmarks to identify revenue leakages or underreporting.

The last date for submission has been fixed as 30th September 2025 by 6:00 PM IST.
