The Directorate General of Foreign Trade ( DGFT ) has imposed an annual cap on the export of pharma grade sugar, restricting it to a total of 25,000 metric tonnes (MT) per financial year.
This measure has been brought into effect immediately through notification S.O. (E), issued under the powers conferred by Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with Para 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023.
The restriction applies to sugar classified under Chapter 17 of Schedule-II (Export Policy) of the ITC (HS) 2022. As per the revised export policy, pharma grade sugar typically used in the manufacturing of medicinal syrups, tablets, and other formulations can now only be exported by bonafide pharma exporters and that too against a valid Restricted Export Authorisation issued by the DGFT.

The distribution of the yearly quota will be closely watched to ensure cooperation and prevent exploitation, and exporters will have to closely follow the policy procedures and quantity restrictions.
All parties involved, especially exporters and pharmaceutical companies, have been advised by the DGFT to become acquainted with the new policy requirements and submit applications for authorizations in compliance with the updated standards.
