FinMin increases Duty Drawback Rates for Gold/Silver Jewellery and Articles [Read Notification]

The Ministry of Finance has increased drawback rates on gold and silver jewellery and articles under Chapter 71 to provide higher refunds and boost export competitiveness

The Ministry of Finance (Department of Revenue) issued Notification No. 51/2025-Customs (N.T.) dated August 25, 2025, announcing revised duty drawback rates for certain products falling under Chapter 71 of the Customs Tariff. The notification, published in the Gazette of India (Extraordinary), amends the earlier Notification No. 77/2023-Customs (N.T.) dated October 20, 2023.

According to the changes, the government has increased the drawback rates to provide greater relief to exporters of gold and silver jewellery and related articles. The revised rates are as follows:

  • Tariff item 711301: raised from Rs. 335.50 to Rs. 466.76
  • Tariff item 711302: raised from Rs. 4,468.10 to Rs. 5,234.00
  • Tariff item 711401: raised from Rs. 4,468.10 to Rs. 5,234.00

These revisions are made under the powers of Section 75 of the Customs Act, 1962 and Section 37(2) of the Central Excise Act, 1944, read with the Customs and Central Excise Duties Drawback Rules, 2017.

Impact

The upward revision of drawback rates is expected to directly benefit exporters of gold and silver jewellery, who will now receive higher refunds of customs and excise duties paid on inputs. This will:

  • Improve liquidity for jewellery exporters by reducing their effective costs.
  • Strengthen the competitiveness of Indian jewellery in international markets.
  • Help offset rising input costs in the precious metals and gems sector.
  • Encourage higher exports, thereby supporting the government’s target of boosting India’s share in the global jewellery trade.

The principal notification (No. 77/2023) was last amended through Notification No. 26/2025-Customs (N.T.) dated April 17, 2025.
