Former Principal Chief Controller of Accounts T.C.A. Kalyani takes charge as 29th CGA

Ms. T.C.A. Kalyani, a 1991-batch officer of the Indian Civil Accounts Service (ICAS), has taken charge as the 29th Controller General of Accounts (CGA) in the Department of Expenditure, Ministryof Finance.
A Gold Medalist from the University of Delhi, Ms. Kalyani holds a B.A. in Political Science from Lady Shri Ram College, along with an M.A. in International Politics and an M.Phil. in West European Studies from Jawaharlal Nehru University. She brings over 34 years of experience in public financial management, accounting, governance, and administration.
Ms. Kalyani has held key positions across several central ministries, including Defence, Telecom, Fertilizers, Finance, Social Justice & Empowerment, Information & Broadcasting, and Home Affairs. She has been a strong advocate for transparency and efficiency, leveraging technology to improve public service delivery. Her leadership was instrumental in implementing the Direct Benefit Transfer (DBT) scheme for farmers’ fertilizer subsidies.

Her contributions also span public sector enterprises, including Mahanagar Telephone Nigam Limited (MTNL), where she drove digital initiatives such as online bill payments and kiosks, and Fertilizer Corporation of India Limited, where she played a significant role in the company’s revival.
Before becoming CGA, Ms. Kalyani served as Principal Chief Controller of Accounts (Pr. CCA) in the Ministry of Home Affairs, overseeing the budgeting and accounting of one of the largest central ministries.
With her extensive experience and proven track record, Ms. Kalyani is expected to further enhance India’s public financial management systems and continue advancing innovation and transparency in government accounting.
