Government Reconstitutes Supreme Court Panel of Advocates for Central Litigation

The Ministry of Law and Justice, through its Department of Legal Affairs (Judicial Section), has issued a significant order restructuring the official panel of advocates tasked with representing the Central Government before the Supreme Court of India. The Restructuring was approved by the President of India.

The order, officially dated 21st November 2025, details a comprehensive exercise involving the engagement of new legal counsel and the simultaneous up-gradation and revision of existing panel advocates, aiming to streamline and enhance the effectiveness of Central Government litigation management.

The restructuring, approved by the President of India, involves two primary actions:

  1. Fresh Engagement: A new set of advocates, listed under 'Table X' of the order, have been approved for engagement. These counsel are appointed for a period of three years, or until further orders are issued, whichever is earlier. Their mandate is to handle Central Government cases before the Apex Court, with their tenure commencing immediately.
  2. Up-gradation and Revision: Existing panel counsel, previously empanelled under 'Table Y', have been approved for up-gradation and revision into the higher ranks of Group 'A', 'B', and 'C' Panel Counsel for Supreme Court matters. Following this revision, the names of these upgraded advocates are being deleted from their previous respective ranks to reflect the updated structure.

Table X listed nearly 654 Advocates and table Y which consisted of 27 advocates and were divided into group A, B and C.

The revised panel, like the newly engaged counsel, will also hold office for a period of three years, subject to the same condition of continuation until further official directions.
