Using the social media site X (previously Twitter), on July 6th, a taxpayer alleged that “Bulk unverified and uncalled-for emails/SMS to composition dealers have created panic countrywide.”

Since the council's proposed legislative adjustments are sufficiently upsetting, the taxpayer publicly urged the CentralBoard of Indirect Taxes and Customs (CBIC), GST Tech, and GST Council to learn to do research and development before issuing such communications.

The taxpayers argued, along with posting the notice they received. The notice content was just as follows,

Notice to return defaulters u/s 46 for not filing GSTR-4 (Annual) for Financial Year 2024-25

Dear Taxpayer,

Since, you have not filed a return in Form GSTR-4 (Annual) by the due date for the financial year 2024-25, a notice in Form GSTR-3A has been issued u/s 46 vide Ref. no. on 06/07/2025 to you for filing the same. Notice is available on your dashboard at the portal and can be viewed by navigating to Services --> User Services --> View Notices and Orders.

Please ignore the notice if you have filed the said return.

After being shared on X, the post immediately attracted attention. Many users have stated the same issues faced by them. It was also alleged that even those who have surrendered their GST registration are getting such messages. Some replied that “Even sending for GSTR 10, which is already filled.” While some mentioned that the same occurred, that too in cases where GSTINs were cancelled long back.

The user in social media tagging @cbic_india and @FinMinIndia stated that “Absolutely true.. GSIN has gone completely mad, must take strict and legal action on @Infosys_GSTN”

Such uncalled notices also lead to misunderstandings between the consultant and the customer. This circumstance has sparked frustration and demands for improved communication and research methods before the dissemination of such messages.

Users claim that the GST Council's legal modifications are already creating enough concern and that further, unconfirmed communications are making matters worse. Before sending out further communications, users are asking that the senders of these messages carry out extensive research and development.

Taxpayers can expect that the matter will be remedied quickly, even though the agency has not yet responded or commented on it.
