ICAI, ICMAs and ICSIs to launch short term courses to help MSMEs with compliances: Nirmala Sitaraman
Government to roll out short-term professional courses for MSMEs with support from ICAI, ICSI, and ICMAI to strengthen compliance and capacity building.

The Union Budget for the Financial Year 2026-27 was presented by Finance Minister Nirmala Sitharaman in the Lok Sabha today (Sunday, 1 February 2026)
Presenting Budget 2026, the Finance Minister said the Government will facilitate leading professional institutions the Institute of Chartered Accountants of India (ICAI), the Institute of Company Secretaries of India (ICSI), and the Instituteof Cost Accountants of India (ICMAI) to design short-term, modular courses and practical tools tailored for MSMEs.
The initiative will focus on creating a cadre of “Corporate Mitras”, accredited paraprofessionals who will assist MSMEs in meeting regulatory and compliance requirements at affordable costs. Special emphasis will be placed on Tier-2 and Tier-3 towns, where access to professional support remains limited.
Announcing the measure, the Finance Minister said the programme would help MSMEs navigate statutory compliance, improve financial discipline, and enhance their ability to access formal credit. “These Corporate Mitras will act as trusted guides for small enterprises, particularly in emerging business centres,” she said.

The announcement comes as part of a broader MSME support package in Budget 2026, which also includes enhanced liquidity support, credit guarantee mechanisms for invoice discounting on the TReDS platform, and measures to improve access to risk capital through a ₹2,000 crore top-up to the Self-Reliant India Fund.
MSMEs contribute nearly a third of India’s GDP and employ over 11 crore people, making them a critical pillar of the economy. The Government’s latest measures aim to strengthen this sector’s resilience and competitiveness in the coming years.
