The Ministry of Finance (Department of Revenue) has issued Notification No. 22/2025-Customs (ADD) dated 10th July 2025, formally extending the anti-dumping duty (ADD) on imports of Clear Float Glass originating in or exported from Malaysia. This action follows a request for continuation of the duty after a comprehensive sunset review initiated earlier this year.

The review was undertaken by the Designated Authority, Directorate General of Trade Remedies (DGTR), through Notification No. 7/04/2025-DGTR dated 27th March 2025. This review was conducted under sub-section (5) of Section 9A of the Customs Tariff Act, 1975, read with Rule 23 of the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995.

Clear Float Glass, classified under Chapter 70 of the First Schedule of the Customs Tariff Act, is used extensively in construction, automotive, and interior applications. The product had been previously subjected to anti-dumping duties through Notification No. 37/2020-Customs (ADD) dated 11th November 2020, after it was found that its imports from Malaysia were being dumped at unfairly low prices, causing material injury to the domestic industry.

In this notification, the government has amended the 2020 notification to state that the existing anti-dumping duty shall remain in force up to and inclusive of 10th February 2026, unless revoked, superseded, or amended earlier. The continuation is aimed at ensuring a level playing field for Indian manufacturers and to prevent further injury from unfair trade practices.

“The anti-dumping duty will remain in force up to and including 10th February 2026, unless it is revoked, replaced, or amended earlier.”

Anti-dumping duties are trade remedies allowed under the WTO framework, and they are imposed when an imported product is sold in India at a price lower than its normal value, which hurts domestic producers.
