India Extends ADD on Fluoroelastomers (FKM) from China
The Ministry of Finance extended the anti-dumping duty on imports of Fluoroelastomers (FKM) from China until 26th February 2026

The Ministry of Finance, Department of Revenue, issued Notification No. 29/2025-Customs (ADD) dated 19th August 2025 granting continuation of anti-dumping duty on imports of Fluoroelastomers (FKM) from China.
The Government of India announced this decision to protect the domestic industry. Fluoroelastomers, also known as FKM, are special types of rubber that are used in making seals, gaskets, and other industrial products.
These goods are important in sectors like automotive, chemical, and engineering. Many industries depend on them for high-performance materials.
In 2020, the government had first imposed anti-dumping duty on these imports from China. This was done because it was found that Chinese companies were exporting Fluoroelastomers at very low prices, much below their normal value.

Such dumping practices were hurting Indian producers, who could not compete with the unfairly cheap imports. To create a fair balance, the anti-dumping duty was introduced.
Now, after a detailed review by the designated authority, it has been decided that the duty should continue. The review found that if the duty is removed, dumping from China may restart, and Indian companies may suffer again.
So, the Ministry of Finance has extended the duty until 26th February 2026, unless it is withdrawn or changed earlier. The notification was signed by Dheeraj Sharma, Under Secretary.
Industries where FKM is used:
- Automotive Industry: for seals, gaskets, O-rings, and hoses that must withstand high temperatures and aggressive fuels.
- Aerospace Industry: for fuel system seals and engine components.
- Chemical Processing: in pumps, valves, and seals that handle corrosive chemicals.
- Oil & Gas Industry: in sealing applications exposed to harsh fluids.
- Electronics & Industrial Equipment: in machinery that requires durable and heat-resistant rubber parts.
This notification helps Indian manufacturers of FKM by protecting them from unfairly cheap imports from China, ensuring industries like automotive, aerospace, chemical, and oil & gas continue to get quality domestic supply without market distortion.
