The Ministry of Finance issued Notification No. 28/2025-Customs (ADD), dated 19th August 2025, announcing: India Extends ADD on Toluene Di-isocyanate (TDI) from EU and Saudi Arabia.

The Government of India has decided to continue the levy of anti-dumping duty (ADD) on imports of Toluene Di-isocyanate (TDI), a chemical widely used in the production of foams, coatings, and adhesives.

This decision comes after a detailed review conducted by the Directorate General of Trade Remedies (DGTR), which recommended the extension to safeguard the interests of domestic manufacturers.

Anti-dumping duty is imposed when foreign exporters sell products in India at prices lower than their normal value, causing injury to local producers. In this case, TDI imported from the European Union (EU) and Saudi Arabia was found to be priced unfairly low, affecting Indian producers. To counter this, ADD was first imposed in April 2021 through Notification No. 28/2021-Customs (ADD).

As the initial duty period approached its end, the DGTR initiated a review in December 2024 under Section 9A of the Customs Tariff Act, 1975, read with the Anti-Dumping Rules, 1995.

The review confirmed that the risk of dumping still exists, and the domestic industry would be harmed if the duty was removed. Based on this, the Ministry of Finance issued the latest notification to extend the duty.

According to the amendment, the anti-dumping duty on TDI originating in or exported from the EU and Saudi Arabia will remain in force until 1st March 2026, unless it is revoked or modified earlier. This extension provides certainty to Indian manufacturers and ensures a level playing field in the market.

Major Industries that use TDI regularly

  • Furniture & Bedding Industry: TDI is used in making flexible polyurethane foam, which goes into mattresses, cushions, sofas, and upholstered furniture.
  • Automobile Industry: Car seats, headrests, armrests, and interior cushioning are made from PU foam derived from TDI.
  • Footwear Industry: PU soles and cushioning materials for shoes depend on TDI-based foams.
  • Packaging Industry: Flexible PU foams are also used in protective packaging.
  • Adhesives, Coatings & Sealants: TDI is used to make PU-based adhesives, surface coatings, and sealants.
