India has extended anti-dumping duty on black toner imports from China, Malaysia, and Taiwan for five years to protect domestic industry.

The Ministry of Finance, Government of India issued Notification No. 26/2025-Customs (ADD) dated August 4, 2025, announcing the extension of anti-dumping duty on imports of Black Toner in powder form from China, Malaysia, and Taiwan for another five years.
This step has been taken to protect the Indian domestic industry from the negative effects of cheap imports, which were found to be entering the Indian market at unfairly low prices (a practice known as dumping).

According to the findings of the DirectorateGeneral of Trade Remedies (DGTR), which conducted a detailed review, the dumped imports are causing harm to Indian manufacturers. The DGTR submitted its final report on May 6, 2025, stating that:
- Dumping of black toner from the mentioned countries is still continuing.
- If the current duty is removed, such imports are likely to increase further at very low prices.
- This would lead to serious injury to the Indian manufacturers of black toner.
- There is a strong possibility that exporters may divert large quantities to India if duties are lifted.
Based on this assessment, the government has decided to continue imposing anti-dumping duties under the Customs Tariff Act, 1975, to ensure a fair playing field for Indian businesses.

What Products Are Affected?
The product covered is Black Toner in powder form used in printers and copiers, under tariff heading 3707. However, certain types of toner are excluded, such as:
- Color toner
- MICR toner (used in cheque printing)
- Toner imported by Original Equipment Manufacturers (OEMs)
- Toner in cartridges
- Liquid toner

Duty Rates Imposed:
The anti-dumping duty rates vary depending on the country of origin, country of export, and manufacturer. For example:
- For specific Chinese companies: USD 1167 per metric ton
- For other Chinese manufacturers: USD 1458 per metric ton
- For Malaysian exporters: USD 1568 per metric ton
- For Taiwanese exporters: USD 159 per metric ton
These duties will be collected in Indian Rupees, based on the exchange rate notified by the Ministry of Finance.
How Long Will the Duty Last?
This anti-dumping duty will be valid for five years, starting from the date of publication, i.e., August 4, 2025, unless the government decides to withdraw or change it earlier.
