The Ministry of Finance issued Notification No. 14/2025-Customs (ADD) dated June 6, 2025, imposing anti-dumping duties on imports of Vitamin-A Palmitate from China, the European Union, and Switzerland. The move comes after the Directorate General of Trade Remedies (DGTR) concluded that these imports were being dumped in the Indian market at unfairly low prices, causing material injury to domestic manufacturers.
Key Findings and Implications
Following a comprehensive investigation, the DGTR found that:
- Vitamin-A Palmitate was being exported to India at prices below the normal value;
- Domestic producers suffered significant financial injury as a result;
- The imported product’s pricing undercut local market prices, threatening the sustainability of Indian industry.

Duty Details
The anti-dumping duty will apply to Vitamin-A Palmitate classified under tariff items 29362100, 29362290, 29362800, 29369000, 29362690, and 29362990. It includes both 1.0 MIU/Gm and 1.7 MIU/Gm concentrations in all strengths and forms, except Vitamin-A Palmitate 1.6 MIU/Gm used for animal consumption.
The duties imposed are as follows:
From China PR:
- Shangyu NHU Bio-Chem Co., Ltd.: USD 14.95/kg
- Other producers: USD 20.87/kg
From Switzerland:
- DSM Nutritional Products Ltd.: USD 0.87/kg
- Other producers: USD 8.20/kg
From the European Union:
- All producers: USD 11.09/kg.

Duration and Enforcement
The duties are enforceable for five years from the date of publication in the Official Gazette, unless revoked, superseded, or amended earlier. Payment is to be made in Indian Rupees, based on the applicable exchange rate determined under Section 14 of the Customs Act, 1962.
