India-Oman CEPA: DGFT Notifies Authorised Agencies to Issue Certificate of Origin, Amends HBP [Read Order]
DGFT has operationalised the Certificate of Origin framework under India-Oman CEPA, designating authorised agencies and updating the Handbook of Procedures.

The DirectorateGeneral of Foreign Trade (DGFT) has issued two public notices operationalising the Certificate of Origin (CoO) framework for exports under the India-OmanComprehensive Economic Partnership Agreement (CEPA).
The notifications designate agencies authorised to issue preferential Certificates of Origin and has also announced amendment to the Handbook of Procedures (HBP) 2023 to formally incorporate the agreement.

Public Notice No. 15/2026-27 announces the amendment to Appendix 2B of the Foreign Trade Policy (FTP) 2023 by inserting a new entry for the India-Oman CEPA, and lists the agencies authorised to issue preferential Certificates of Origin as follows:
- Directorate General of Foreign Trade (DGFT) and its regional offices
- Export Inspection Council and Export Inspection Agencies
- Agricultural and Processed Food Products Export Development Authority (APEDA)
- Marine Products Export Development Authority (MPEDA) and regional offices
- Central Silk Board and regional offices
- Coir Board
- Development Commissioner (Handicrafts) and regional offices
- Spices Board
- Textile Committee and regional offices
- Tobacco Board
- Cochin Special Economic Zone
- Falta Special Economic Zone
- Kandla Special Economic Zone
- MEPZ Special Economic Zone
- NOIDA Special Economic Zone
- SEEPZ Special Economic Zone
- Visakhapatnam Special Economic Zone
Public Notice No. 16/2026-27 announces the amendment to Para 2.88(a) of the HBP 2023 to add the India-Oman CEPA as entry number xvi to the existing list of Free Trade Agreements under which CoOs may be obtained, through the authorised agency system.

The amendment formally enables exporters to apply for and obtain preferential CoOs under the India-Oman CEPA through the prescribed agency framework.

Both public notices have been issued with the approval of the Minister of Commerce & Industry and signed by Lav Agarwal, Director General of Foreign Trade and Ex-officio Additional Secretary to the Government of India.
