Inspection and Veterinary Certification Mandatory: DGFT Amends Export Policy for Animal by-Products to align with EU Regulations [Read NOtification]

The export policy for specific animal by-products has been modified by the Directorate General of Foreign Trade (DGFT) through Notification 29/2025-26 in order to match India's regulatory law and regulations with EU standards.

The Central Government has implemented mandatory inspection and veterinary certification standards for exports falling under specific ITC (HS) codes of Chapter 23 of Schedule-II (Export Policy), ITC(HS) 2022, in accordance with the Foreign Trade Policy, 2023, and in exercise of its authority under Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992.

As per the amendment, policy condition 2 under Chapter 23 has been inserted to mandate that exports of animal by-products such as meat, offal, guts, bladders, stomach, intestines, pizzle, bones, horn, hooves, glands, hides, and other organs, when used as raw materials in the preparation of pet food products not meant for human consumption must originate only from Agricultural and Processed Food Products Export Development Authority (APEDA) registered integrated abattoirs or municipal slaughterhouses. These establishments must undergo post-mortem inspection and segregation to ensure the suitability of raw material.

The certification for such exports will be issued by the designated veterinary authority of the concerned State or Union Territory, based on inspections carried out by veterinarians duly registered under the Indian Veterinary Council Act, 1984. These veterinarians must be employed by the slaughtering unit and operate under the supervision of the state’s designated veterinary authority.

The notification states that “Meat, Offal, Guts, Bladders, Stomach, Intestines, Pizzle, Bones, Horn, Hooves, Glands, Hides and other organs (Chapter 02, 05 & 41) used as raw material in the preparation of pet food products (not intended for human consumption) sourced from APEDA registered integrated abattoirs/Municipal Slaughterhouses which have been subjected to post-mortem inspection and segregation to ensure the suitability of the raw material for such purpose by the designated veterinary authority of the state where the meat processing plant is located shall issue the certificate on the basis of inspections carried out by Veterinarians duly registered under Indian Veterinary Council Act, 1984 employed by the slaughtering unit and supervised by the designed veterinary authority of the state/UT.”
