On Wednesday ,20 August,2025 the Lok Sabha passed the Promotion and Regulation of Online Gaming Bill, 2025, aimed at banning online games played with money to address rising concerns over addiction, financial fraud, and money laundering.

The Bill prohibits all online betting and gambling activities, including fantasy sports, card games like poker and rummy, and online lotteries. Advertisements promoting such games are banned, and banks and financial institutions are barred from facilitating or transferring funds for these activities as reported by Deccan Chronicle.

An “online money game” is defined as a game played by a user after depositing money with the expectation of monetary gain or other enrichment. Offering or facilitating such games will be punishable with imprisonment of up to three years and/or a fine of up to ₹1 crore once the Bill is passed by both Houses of Parliament.

The legislation, introduced by Union Electronics and Information Technology Minister Ashwini Vaishnaw, was passed by a voice vote amid opposition protests. Esports and social games remain permissible, with subscription-based access allowed but without any promise of financial returns.

Officials described the measure as a societal decision balancing public interest and potential job concerns, while industry experts welcomed it as a protective step for users ,as reported by Economic Times.

The Statement of Objects and Reasons of the Bill stated that “Beyond the individual, the proliferation of online money games had deleterious affect on families, society, and the economy. In certain cases, these platforms have been linked to illegal activities including money-laundering, financial fraud, the financing of terrorism, and use as messaging platform for terrorist and terrorist organisations, thereby affecting the security and sovereignty of the State.”
