The Ministry of Corporate Affairs (MCA) has issued an Office Memorandum dated 27 October 2025, detailing the interim manpower and administrative arrangements for the newly established Regional Directorates (RDs) and Registrar of Companies (ROC) offices across India.

With an official Gazette Notification to be issued shortly, the memorandum outlines both the administrative structure and interim charge assignments until new offices are fully operational.

According to the memorandum, ten new Regional Directorates have been established or reorganized with headquarters in:

New Delhi, Chandigarh, Ahmedabad, Mumbai, Navi Mumbai, Chennai, Bengaluru, Kolkata, Guwahati, and Hyderabad.

The MCA specified that the existing Regional Directors will hold additional charge of the newly created directorates until the appointment of new incumbents. For instance,

Shri Vinod Sharma, RD (Northern Region), will also oversee Northern Region Directorate II (Chandigarh).

Shri Santosh Kumar, RD (Western Region), will hold additional charge of Western Region Directorate II (Navi Mumbai).

Ms. Richa Kukreja has been assigned additional charge of South-Eastern Region Directorate (Hyderabad) until a new RD is posted.

Ten new or reorganized ROC offices have also been created at:

South Delhi, Central Delhi, Chandigarh, Kanpur, Noida, Mumbai, Navi Mumbai, Nagpur, Kolkata-I, and Kolkata-II.

Pending operationalization, several senior officers have been given interim additional charge, including:

Ms. Seema Rath, ROC Delhi, will oversee all three offices of ROC Delhi-I, ROC Delhi-II, and ROC Haryana.

Shri Sanjay Bose, ROC Kanpur, will handle ROC Noida until further notice.

Shri Chandan Kumar, ROC Mumbai, will additionally manage ROC Mumbai-II (Navi Mumbai).

Shri Naikradi Parvez Hatulal, ROC Pune, will hold additional charge of ROC Nagpur.

Similarly, the existing ROC Kolkata will manage both Kolkata-I and Kolkata-II offices until the appointment of separate officers.

The memorandum authorizes the existing RDs and ROCs to manage the budget, office buildings, IT systems, and manpower for the newly established or merged offices. They have been instructed to handle all administrative requirements from their current establishments until the new offices are set up.

Further, for additional manpower at Junior Time Scale (JTS)/Senior Time Scale (STS) and other Group B levels, Regional Directors have been empowered to make transfers under Para 11 of the MCA Transfer Policy. ROCs may request their respective RDs for manpower support wherever necessary.

The Ministry also directed all concerned officers, including RDs, ROCs, and departmental sections, to take suo motu action for implementing the memorandum without waiting for further instructions.
