MCA Reconstitutes Quality Review Board for Company Secretaries with New Chairperson and Members [Read Notification]
MCA reconstituted the Quality Review Board for Company Secretaries by appointing Rakesh Mohan as Chairperson and Jyoti Prakash Gadia and Deepna Gokularm as Members
The Ministry of Corporate Affairs (MCA) issued Notification No. G.S.R. 703(E) dated 22 September 2025, announcing amendments to the earlier notification on the composition of the Quality Review Board (QRB) for Company Secretaries. The notification brings changes to the names of the Chairperson and Members of the Board, replacing the earlier incumbents with new appointees.

The QRB was established under the Company Secretaries Act, 1980 to review the quality of professional services provided by company secretaries and to guide improvements in standards. It also promotes better corporate governance through oversight and review mechanisms. Under the provisions of Section 29A of the Act and the Company Secretaries Quality Review Board Rules, 2006, the government is empowered to appoint the Chairperson and Members of this body.
New Appointments
- Shri Rakesh Mohan, Retired IA&AS Officer – appointed as Chairperson. Address: B-2, Tower, New Moti Bagh, New Delhi – 110023.
The new Chairperson is an officer of the Indian Audit & Accounts Service (IA&AS), 1987 batch, and currently serves as Deputy Comptroller & Auditor General (Report Central) in the Office of the Comptroller & Auditor General of India, New Delhi. He holds a post-graduate degree in History and a Diploma in Business Administration (IT).
- Shri Jyoti Prakash Gadia – appointed as Member. Address: 903-906, Tower-C, Business Zone, Nirvana Country, Sector-50, Gurugram, Haryana – 122018.
He is the Managing Director of Resurgent India Ltd., a full-service financial advisory and merchant banking firm, and co-founder of the fintech company ScoreMe.in. Under his leadership, Resurgent has expanded across India and works with over 175 financial institutions.

Background
The Quality Review Board (QRB) is a statutory body under the Company Secretaries Act, 1980. Its role is to review the quality of services provided by company secretaries, guide them to improve professional standards, and promote good corporate governance. This notification simply updates the Chairperson and Members list, replacing earlier incumbents.
The notification is effective from the date of publication in the Official Gazette, i.e., 22 September 2025
