MOOWR Online Application Facility on Invest India Portal Extended Till 31st October 2025: CBIC Withdraws Earlier Circular [Read Circular]

Circular No. 19/2025-CustomsWith regards to manufacturers opting for bonded manufacturing under the Manufacture and Other Operations in Warehouse Regulations (MOOWR) Scheme, the Central Board of Indirect Taxes and Customs ( CBIC ) has extended the facility for filing online applications through the Invest India portal until 31st October 2025.

Through its present circular, CBIC has withdrawn Circular No. 18/2025-Customs dated 22nd July 2025, which had directed applicants to submit MOOWR applications by email to their jurisdictional Commissionerates.

The Board has made it clear that the current online facility, hosted by Invest India at https://www.investindia.gov.in/bonded-manufacturing, will continue to operate as a working arrangement until the extended date, citing operational convenience, user familiarity, and the requirement for continuous digital access.

The applications submitted through this portal for licenses and permissions under Sections 58 and 65 of the Customs Act, 1962, will continue to be processed by jurisdictional Principal Commissioners or Commissioners of Customs in line with prevailing legal provisions and instructions.

CBIC further indicated that an alternate digital model for submission of MOOWR applications is under active consideration and that the application process will eventually be transitioned to this new electronic system in due course. Detailed instructions regarding the timeline and procedure for this transition will be issued separately.
