The Goods and Services Tax (GST) Council has given major relief to businesses by removing the requirement to link credit notes with specific invoices. According to TOI, this decision is expected to ease compliance for companies across sectors, especially in fast-moving consumer goods (FMCG), where large volumes of transactions take place every day.

A credit note is a document issued by a seller to reduce the value of a sale. It is often used when goods are returned, damaged, or when a company gives a discount after the sale. Until now, businesses were required to match every credit note with the original invoice.

For companies such as Hindustan Unilever or Colgate, which generate millions of invoices, this meant reconciling billions of documents.

The problem was more severe in cases where products had a short shelf life. For example, toothpaste may sit unsold at a retailer for nine or ten months and then be returned to the company. The credit note for the return had to be traced back through the entire supply chain to the original invoice, creating a heavy administrative burden.

With the new rule, businesses will not have to match credit notes with invoices. Credit notes can move freely through the supply chain, making it easier for manufacturers, wholesalers, dealers, and retailers to manage returns and adjustments.

This change also brings flexibility in how discounts are handled. Earlier, companies had to decide on discounts in advance and mention them on invoices at the time of supply. Now, businesses can offer post-sale discounts and still adjust them through credit notes for tax benefits. This aligns GST rules with common business practices.

The Council is also expected to issue a circular soon to clarify the treatment of post-sale discounts. Businesses are hopeful that this move will reduce paperwork, cut costs, and make GST compliance more practical.
