Winter Parliament Session 2025: Key Bills, Including Securities Code & Corporate Law Overhaul, Set for Passage

The Winter Session of Parliament, will start from December 1 to December 19, 2025 which witnesses major Bills listed for passage. The session started at 11 am today.

According to the Session Alert released ahead of the sitting, Parliament will meet for 15 sittings during which the government intends to push through a series of reforms across finance, corporate regulation, education, energy, transport, and home affairs.

The session will also see the presentation and voting on the first batch of supplementary demands for grants for 2025-26.

Among the 10 bills, there is The Corporate Laws (Amendment) Bill, 2025, which seeks to amend the Companies Act, 2013 and the LLP Act, 2008 to ease compliance, close regulatory gaps, and implement recommendations of the Company Law Committee.

Another bill is the Securities Markets Code Bill, 2025, designed to consolidate the SEBI Act, 1992, Depositories Act, 1996, and the Securities Contracts (Regulation) Act, 1956 into a unified legislative regulation, a long-pending structural overhaul. Insurance Laws (Amendment) Bill, 2025 has also tabled for discussion.

In addition, the Manipur Goods and Services Tax (Amendment) Bill, 2025 will be taken up to align the State’s GST law with amendments introduced through the Finance (No. 2) Act, 2024.

Additionally, two Bills previously introduced and referred to Select Committees are also listed for consideration and passage. The two bills include The Insolvency and Bankruptcy Code (Amendment) Bill, 2025 and The Jan Vishwas (Amendment of Provisions) Bill, 2025. The IBC bill intends for cross-border insolvency.

Also, the Finance Minister will introduce Manipur Goods and Services Tax (Second Amendment) Bill, 2025, Central Excise (Amendment) Bill, 2025 and Health Security se National Security Cess Bill, 2025.
