The Ministry of Cooperation has set an ambitious target under the newly launched White Revolution 2.0, aiming for a 50% increase in milk procurement by dairy cooperatives over the next five years. This initiative, which seeks to expand cooperative coverage, generate employment, and promote women’s empowerment, was announced by Union Minister of Cooperation, Amit Shah in a written reply to the Rajya Sabha.

Under this program, the government envisions raising the daily milk procurement of dairy cooperatives to 1007 lakh kg by 2028-29. The Standard Operating Procedure ( SOP ) for White Revolution 2.0 was introduced on September 19, 2024, outlining a two-pronged strategy: expanding the coverage of dairy cooperatives and deepening their reach.
A key aspect of White Revolution 2.0 is the establishment of 75,000 new Dairy Cooperative Societies (DCSs) in uncovered panchayats and villages alongside efforts to strengthen 46,422 existing DCSs. The cooperatives shall be integrated into the organized sector by either extending current milk procurement routes or through the creation of new ones. The National Dairy Development Board (NDDB) will coordinate various activities under the initiative, ensuring smooth implementation and monitoring of progress.

White Revolution 2.0 recognizes the crucial role of women in India’s dairy sector and places strong emphasis on their empowerment. Women constitute nearly 70% of the workforce in dairy farming, yet their contributions remain largely unrecognized due to the sector’s informal structure.
By setting up dairy cooperatives in every uncovered panchayat or village, the initiative aims to bring more women dairy farmers under the organized cooperative sector, providing them with better market access and financial stability.
The program is being implemented nationwide, with specific targets for each state. For instance, Punjab has been given a goal to establish 2,378 new DCSs and strengthen 2,440 existing ones. As of now, 87 new dairy cooperative societies have already been registered in the state.
White Revolution 2.0 is a major push towards self-sufficiency in dairy production, equitable growth, and economic empowerment of farmers, particularly women through the cooperative model.
