The Directorate General of Trade Remedies ( DGTR ) has initiated an anti-dumping investigation into imports of Para Nitrotoluene (PNT) originating in or exported from the European Union.
The probe was triggered following an application filed by Aarti Industries Limited, a major domestic producer, which alleged that the import of PNT from the EU at unfairly low prices is causing material injury to the Indian industry.
Para Nitrotoluene, classified under HS Code 29042050, is a key chemical intermediate widely used in the manufacture of optical brighteners, dyes, pharmaceuticals, agrochemicals, and other industrial applications. The applicant contends that the dumped imports have depressed domestic prices, undercut domestic sales, and inflicted financial losses, including negative returns on capital employed during the period under review.

DGTR has taken note of the prima facie evidence suggesting that the imports are entering India at prices below their normal value, thus creating a huge dumping margin. The Authority has acknowledged that this margin exceeds the de minimis threshold, justifying the launch of the investigation under the Customs TariffAct, 1975 and the Anti-Dumping Rules, 1995.

The period of investigation (POI) spans from January 1, 2024, to December 31, 2024, with the injury analysis covering the financial years 2021–22 through 2023-24. Aarti Industries, whose production represents a major share of the domestic market, has asserted that both the domestically produced and imported PNT are "like articles" due to their comparable physical and chemical properties, production processes, and end-uses.
DGTR will now assess the existence, degree, and impact of dumping and determine whether anti-dumping duties are warranted to protect domestic manufacturers. Interested parties including exporters, importers, and industry stakeholders have been invited to submit relevant information and responses within 30 days. The investigation will adhere to the principles set out in Rule 6 of the Anti-Dumping Rules, ensuring a fair and transparent process.
