The Central Board ofIndirect Taxes & Customs (CBIC) has issued Instruction No. 18/2025-Customs, dated June 20, 2025, notifying an amendment to the import policy for colloidal precious metals and related compounds under Chapter 28 of the Indian Trade Classification (based on Harmonized System) ( ITC(HS) ) 2022 Schedule-I.
The new change, effectuated in reference to Notification No. 19/2025-26 by the Directorate General of Foreign Trade (DGFT) dated June 17, 2025, revises the treatment of all items classified under CTH 2843 from “Free” to “Restricted,” effective immediately.
Prior to this amendment, India’s import regime allowed free import of a range of precious-metal compounds, including colloidal gold, colloidal silver and various silver and gold salts.

However, in a move aimed at tightening control over high-value materials, the CBIC has reclassified every sub-heading within ITC(HS) Code 2843 as “Restricted.” Specifically, colloidal precious metals under 28431010 (of gold), 28431020 (of silver), and 28431090 (other colloidal precious metals) have been shifted from unrestricted to restricted status.
Likewise, silver nitrate (28432100) and other silver compounds (28432900) have seen their import policy revoked from “Free,” and gold compounds under 28433000 now placed under restrictions. Other compounds and amalgams, including sodium aurous thiosulphate (28439011), noble metal solutions of platinum, rhodium and palladium (28439012), as well as all remaining items under 28439019 and 28439020, are now subject to import restrictions
The measures are being implemented with immediate effect, pointing towards heightened security concerns and the need for enhanced regulatory oversight of precious-metal substances and close monitoring and appropriate licensing for clearance at customs.

As part of the changes, CBIC has directed all Principal Chief Commissioners, ChiefCommissioners of Customs (Preventive), and Commissioners of Customs to undertake a comprehensive sensitization drive to familiarize officers with the updated ITC(HS) classifications and the procedural requirements for processing restricted imports under CTH 2843.
Commissioners have also been asked to report any implementation challenges back to the Board promptly.
