The Directorate General of Foreign Trade (DGFT) has changed the export policy for wood pellets and wood briquettes, bringing both items under the “Restricted” category. The change comes through a notification dated 06 April 2026, issued by the Ministry of Commerce and Industry.
The notification amends the export policy under Chapter 44 of ITC (HS) 2022, Schedule 2 (Export Policy) and takes effect immediately. This means exporters must now follow the new conditions from the date of issue itself.
What has changed
The notification covers two HS codes:
- HS 44013100: Sawdust and wood waste and scrap, agglomerated in logs, briquettes, pellets or similar forms, specifically wood pellets
- HS 44013200: Wood briquettes
For wood pellets (HS 44013100), the export policy has been changed from Prohibited to Restricted. This is a major shift because wood pellets were earlier not allowed for export at all. Under the new rule, exports are allowed, but only after obtaining a Restricted Export Authorisation from DGFT.
For wood briquettes (HS 44013200), the policy has been changed from Free to Restricted. Earlier, exporters could ship wood briquettes without prior permission. Now, they also need a Restricted Export Authorisation before export.
This notification changes the compliance process for exporters in the biomass and renewable fuel segment. Wood pellets and briquettes are widely used as fuel in industrial boilers, thermal plants, and clean energy applications.
The effect clause in the notification clearly states that exports of both products will now be allowed only under a restricted authorisation system. This signals tighter control over outbound trade in wood-based fuel products.
Exporters dealing in these items should now check their HS classification, review pending contracts, and apply for the required DGFT authorisation before dispatching goods.
