The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, issued Trade Notice No. 16/2025-26 dated 29 October 2025, announcing the procedure for refund of application fees paid by applicants for the Tariff Rate Quota (TRQ) of Gold Bullion under the India-UAE Comprehensive Economic Partnership Agreement (CEPA) for the financial year 2025-26.
The notice follows the decision of the Empowered Committee that the provisional allocations made earlier for TRQ would stand cancelled, making the applicants eligible to claim back their application fees.
According to the DGFT, all applicants who had earlier applied for TRQ allocation of Gold Bullion under India–UAE CEPA and deposited application fees can now apply for a refund through the DGFT online portal. The refund process will be carried out through the “e-Miscellaneous Payment Service” available on the DGFT website (https://dgft.gov.in).

Once the status of an application changes to “Closed”, the applicant can log in, select the refund option, and submit the request by quoting the relevant TRQ application file number.
Applicants are required to provide their validated bank account details, registered under their Importer Exporter Code (IEC), to receive the refund amount directly into their account.
DGFT has also provided a “Refund Help Document” on its portal, available under the Learn → Application Help & FAQs → Refund Scheme section, to assist users in submitting refund requests smoothly.
The trade notice further clarifies that a separate public or trade notice will be issued in due course to announce the revised procedure and fresh timeline for inviting new TRQ applications for Gold imports under the India-UAE CEPA for FY 2025–26.
The circular has been signed by Raman Kumar, Deputy Director General of Foreign Trade.
