DGFT Notifies New SION C-2049 for Mobile Phone Components under “Engineering & Electronic Items” [Read Notice]

The Directorate General of Foreign Trade (DGFT) has notified a new Standard Input Output Norm (SION) bearing the serial number C-2049 for items under the “Engineering & Electronic Items” category. The SION has been introduced through Public Notice No. 45/2025-26, issued on October 10, 2025, and primarily pertains to mobile phone exports, laying down the permissible quantities of key imported components required for production.

The notification, issued under Paragraph 1.03 of the Foreign Trade Policy 2023 provides details on specific import components such as accelerometer sensors, camera modules, backlight LED driver chips, PCB assemblies, IC power management chips, and USB Type-C connectors among others.
An allowable quantity has been allotted for each input item, and has been marked as either ‘Net-to-Net’ or ‘Net +1%’, to maintain uniformity in export manufacturing norms.
As the notification takes effect, Regional Authorities (RAs) can now issue Advance Authorisations directly for eligible exporters under the new SION without referring cases to the Norms Committee of the DGFT, thereby significantly reducing processing time and ensuring uniform implementation across regions.

Exporters can now import the notified essential components duty-free under the Advance Authorisation Scheme, provided they achieve the specified export obligations based on these fixed norms.

This procedural change is expected to streamline clearances for exporters dealing in mobile phones and electronic components, enabling faster approvals and predictable compliance requirements.
The SION C-2049 directly benefits India’s mobile phone manufacturing and export industry, reduces paperwork, shortens processing times, lowers input costs and improves cash flow for manufacturers, in effect, strengthening India’s electronics manufacturing ecosystem in consonance with the Make in India policy.

The standardisation of input-output ratios under SION ensures both transparency and efficiency in the export incentive framework, offering exporters a more predictable and self-contained approval process.
The public notice was signed by Ajay Bhadoo, Director General of Foreign Trade and Ex-Officio Additional Secretary to the Government of India, and takes effect immediately upon publication in the Gazette of India (Extraordinary, Part I, Section 1).
