The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Public Notice No. 14/2026-27 introducing six new Standard Input Output Norms (SIONs) under the Chemical and Allied Products category (Product Code ‘A’).

Exercising powers under paragraph 1.03 of the Foreign Trade Policy 2023, the DGFT has fixed SION Nos. A‑3702 to A‑3707, covering pharmaceutical and chemical products such as Artemether, Artesunate, Dihydro Artemisinin, and Doxycycline Hyclate tablets of varying strengths.

These new entries shall be as follows:

  • Artemether (PH.I/USP) — Inputs: Artemisinin (1.04 kg) and Trimethyl Ortho Acetate (0.50 kg) per 1 kg export.
  • Artesunate (PH.I) — Input: Artemisinin (0.80 kg per 1 kg exported).
  • Dihydro Artemisinin — Input: Artemisinin (0.92 kg per 1 kg export).
  • Doxycycline Hyclate DR Tablets — Inputs fixed at 117.72 mg, 176.58 mg, and 235.44 mg of Doxycycline Hyclate USP for 100 mg, 150 mg, and 200 mg tablets, respectively.

The notification enables Regional Authorities (RAs) to issue Advance Authorisations directly, eliminating the need for case-by-case referrals to the Norms Committee. This move is expected to expedite approvals and ensure greater uniformity in decision-making for exporters in the chemical and pharmaceutical sectors.

The order was signed by Lav Agarwal, Director General of Foreign Trade & Ex officio Additional Secretary to the Government of India.

Each SION tells exporters how much raw material they can import duty‑free to make a specific export product. For example, if you export a medicine, the SION defines exactly how much of its chemical ingredient you can import without paying customs duty.

These norms make the process faster and more predictable, because exporters don’t have to wait for case‑by‑case approval from the Norms Committee.
