DGFT Seeks Industry Feedback on Export-Related Non-Tariff Measures, Testing & Certification: Check Details [Read Notification]

The Directorate General of Foreign Trade ( DGFT ) has issued a trade notice dated 25 November, 2025, calling upon exporters, Export Promotion Councils, Commodity Boards and industry associations to share inputs on export-related Non-Tariff Measures (NTMs), testing and certification requirements applicable to Indian exports across global markets.

This initiative has been undertaken by the Directorate subsequent to the Export Promotion Mission (EPM) announced in the Union Budget 2025-26, which aims to increase export competitiveness of Indian entities by employing enhanced quality compliance as per international standards.

The Trade Notice notifies that the DGFT is undertaking a comprehensive mapping of mandatory and voluntary Non-Tariff Measures (NTMs) including - certification, inspection, testing and labelling norms, and other regulatory compliance conditions that are often encountered by Indian exporters in foreign markets.

The compiled database is slated to inform applicable policy measures and targeted interventions under the EPM framework.

Exporters, Export Promotion Councils, Commodity Boards and Industry Associations have been requested to furnish detailed information on the following:

  • Name and nature of the certification, inspection, or testing requirement.
  • Whether mandatory or voluntary in nature.
  • Sector(s) affected by the requirement.
  • Approximate cost and validity of such certifications.
  • Country/region where the compliance applies.
  • List of recognised labs or certifying bodies for the process.
  • Additional compliance challenges or difficulties faced by Indian exporters in fulfilling the requirement.

Inputs are required to be submitted within seven (7) days of issuance of the Trade Notice via the official online form accessible at: https://forms.gle/9e1XmB2vLGftAhmt5

The DGFT has further warned that non-submission of the requested information may result in the concerned certifications or NTMs not being prioritised during the creation of the national database, which may affect future inclusion under support measures planned under the Export Promotion Mission or any other initiatives.

The Trade Notice has been issued with the approval of the Competent Authority and signed by Bharani VLSVSS, Deputy Director General of Foreign Trade (DGFT).
