The changes are slated to streamline the regional banking sector across the 6 states and strengthen credit delivery.
The Department of Financial Services of the Ministry of Finance has notified the amalgamation and dissolution of 20 Regional Rural Banks (RRBs) into eight consolidated entities across six Indian states.
The amalgamation process notified by the Ministry through a consolidated series of Gazette Notifications dated January 13, 2026 covers certain regional rural banks in the states of Andhra Pradesh, Bihar, Maharashtra, Odisha, Uttar Pradesh and West Bengal. Each newly constituted bank will function under the sponsorship of a major Public Sector Bank (PSB) including Union Bank of India, Punjab National Bank (PNB), State Bank of India (SBI), Bank of Baroda (BoB), Canara Bank and Indian Bank.

In Andhra Pradesh, Chaitanya Godavari Grameena Bank, Andhra Pragathi Grameena Bank, Saptagiri Grameena Bank and Andhra Pradesh Grameena Vikas Bank have been merged to form the Andhra Pradesh Grameena Bank, with its headquarters at Amaravati under the sponsorship of Union Bank of India.
In Bihar, Madhya Bihar Gramin Bank and Uttar Bihar Gramin Bank have been unified into the Jawahar Grameena Bank, with the head office situated at Patna under the sponsorship of Punjab National Bank.
In Maharashtra, Maharashtra Gramin Bank and Vidharbha Konkan Gramin Bank, sponsored by Bank of Maharashtra and ICICI Bank have been merged into the Maharashtra Grameena Bank with the head office at Aurangabad, now under the sponsorship of Bank of Maharashtra.
In Odisha, Odisha Gramya Bank and Utkal Grameen Bank which were sponsored by Indian Overseas Bank and State Bank of India, respectively have been amalgamated into a single entity called Odisha Grameena Bank with its head office at Bhubaneswar, under the sponsorship of Indian Overseas Bank.

In Uttar Pradesh, Aryavart Bank, Baroda U.P. Bank, and Prathama U.P. Gramin Bank have been merged to form Uttar Pradesh Grameena Bank, headquartered at Lucknow under the sponsorship of Bank of Baroda.
In West Bengal, Bangiya Gramin Vikash Bank and Uttar Banga Kshetriya Gramin Bank, sponsored by United Bank of India and Central Bank of India, have been consolidated into the West Bengal Grameena Bank, with its head office at Kolkata, under the sponsorship of State Bank of India.
The Finance Ministry has stated that all of the banks that have been amalgamated into the larger entity shall stand dissolved from May 1, 2025, notwithstanding anything contained to the contrary in Section 26 of the Regional Rural Banks Act, 1976.
