GST Surprise Inspection: Delhi CM Finds Senior GST Officers Missing; Orders Immediate Show-Cause Notices
In a surprise visit, administrative accountability takes centre stage as top officials face action for unexplained absence during inspection.
Chief Minister of Delhi, Rekha Gupta, made an unannounced visit to an office of the Goods and ServicesTax (GST) department where she was shocked to see that many officers were missing while performing their duties. The inspection revealed some very serious issues regarding the lack of discipline in this important department.
The purpose of conducting this inspection was to check the performance of the department, dealing with the complaints of the citizens, and checking the office rules of conduct. But the absence of many important officers created problems as the taxpayers had to wait for a long time for some assistance.
The serious concern of the Chief Minister has resulted in the issuance of show-cause notices to the absent officers who will now have to provide a justification for their behavior.
This case shows that there is a pattern that recurs in public administration where there are issues related to accountability among senior officers despite recurrent digitization in the process through the Goods and Services Tax Council.
The GST system was put in place to make sure that tax procedures become efficient. However, on the ground, various problems continue to arise such as insufficient staffing, lack of efficiency, and absenteeism.
The Chief Minister indicated that this is not an act that will be tolerated and stringent measures will be taken should satisfactory explanations not be offered. The administration is also looking at the option of adopting more stringent measures including biometric attendance.
