ICAI Announces Empanelment of Members as Observers for Sept 2025 CA Examinations

The Institute of Chartered Accountants ofIndia (ICAI) has released an announcement inviting its members to empanel as observers for the upcoming Chartered Accountants Examinations scheduled for September 2025.

The announcement, detailed in notification 13-CA (Exams)/Observer Empanel/September-2025, outlines the examination dates, eligibility criteria, observer responsibilities, and application process, aiming to ensure a transparent and efficient examination process.

Examination Schedule

The examinations are set to take place as follows:

  • Final and Intermediate Examinations: September 3 to 15, 2025 (excluding September 5).
  • Foundation Examination: September 16, 18, 20, and 22, 2025.

Observer Role and Responsibilities

The Announcement highlighted the duties of the observers. The Observers are tasked with overseeing critical aspects of the examination process, including collecting question paper packets from designated banks, ensuring their secure distribution to candidates, and supervising the examination centers until answer sheets are dispatched.

Members unable to fulfill their assignments must notify the Examination Department in advance through the portal to allow for alternative arrangements. Unauthorized absences or false declarations regarding conflicts of interest or coaching involvement may lead to disciplinary action under the Chartered Accountants Act, 1949.

The ICAI advised the members to update their professional address through the portal in accordance with the examination cities to avoid any hardship in allotment of observer assignment.

Cooling-Off Period Introduced

Following a decision made during the Examination Committee’s 64th meeting on May 8-9, 2024, a cooling-off period has been introduced. Members who serve as observers for three consecutive examination attempts must skip one attempt before being eligible again.

Eligibility Criteria

To qualify as an observer, members must:

  • Be under 65 years old as of July 14, 2025.
  • Have been registered with ICAI since at least March 1, 2023.
  • Have no relatives or dependents appearing in the September 2025 exams (relatives include a wide range of family members, such as spouse, children, siblings, in-laws, and grandchildren).
  • Not be involved in coaching for ICAI examinations or tests.
  • Have no convictions or pending disciplinary proceedings with ICAI or other organizations.
  • Not hold elected or co-opted positions in ICAI’s Council, Regional Councils, or Branch Managing Committees.
  • Agree to follow ICAI’s Guidelines for Observers.

Honorarium

Observers will receive:

  • Honorarium: Rs. 3,750 per day/session.
  • Conveyance Reimbursement: Rs. 500 per day in ‘A’ class cities and Rs. 400per day in other cities.

Application Process

Eligible members can apply online at https://observers.icaiexam.icai.org/ from July 14 to August 3, 2025. No other application modes will be accepted. Details for self-selection of observer assignments will be available in the last week of August 2025.

Examination Centers

Examination centers span India’s Western, Southern, Eastern, and Central regions, covering states like Gujarat, Maharashtra, Karnataka, Tamil Nadu, West Bengal, Bihar, and Uttar Pradesh, as well as Union Territories like Dadra & Nagar Haveli, Lakshadweep, and Andaman & Nicobar Islands.

The Examination to be held across multiple cities, with larger cities divided into zones for efficient management. Key cities and their zonal divisions include:

  • Ahmedabad: Four zones
  • Aurangabad: Two zones
  • Bengaluru: Eight zones
  • Chennai: Eight zones
  • Hyderabad: Four zones
  • Jaipur: Four zones
  • Kolkata: Six zones
  • Lucknow: Two zones
