The Directorate General of Foreign Trade (DGFT) has issued Public Notice No. 17/2025-26 dated July 30, 2025, notifying an amendment to the Handbook of Procedures (HBP) 2023.
The amendment specifically modifies Para 10.16 of the HBP to expand the scope of the General Authorisation for Export of Chemicals and Related Equipment (GAEC) policy framework which now includes new categories and more export destinations under Appendix 10(N) .

As per the revised paragraph 10.16(A)(I)(a), the GAEC mechanism for SCOMET (Special Chemicals, Organisms, Materials, Equipment and Technologies) items has now been expanded to cover chemicals listed within Appendix 10(N).
The expansion includes permission for export and re-export of items under categories and sub-categories 1C, 1D, 1E, 3D001 and 3D004 (excluding software and technology) as well as chemicals listed in Appendix 10(N), but only to the countries specified therein.
Exporters are required to submit their GAEC applications through the online SCOMET portal and upload the relevant details in the ANF-10A format.
Further, a new clause - Para 10.16(A)(I)(b) has been inserted, permitting exporters targeting destinations that have not been listed in Appendix 10(N) to add in the countries so required.
Under this clause, applicants may submit a list of the additional destination countries where they propose to export or re-export items under Appendix 10(N); these additional countries shall be suitably considered by the DGFT and a decision will be taken accordingly.
Additionally, Indian exporters may submit a copy of the optional supporting documents such as an Authorised Economic Operator (AEO) Certification or a Status Holder Certificate if available.
The latest amendment to the HBP 2023 aims to facilitate a more streamlined and inclusive export authorisation process for chemicals and related equipment under the GAEC category. Expanding the exportable destinations also benefits stakeholders to conduct trade with an increased number of entities across the globe.
This policy update was informed by Ajay Bhadoo, Director General of Foreign Trade and Ex-officio Additional Secretary to the Government of India, exercising the powers conferred under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023.
